Abstract
Educational attainment is a cornerstone of South Africa’s development agenda, both as a measure of progress and as a pathway to addressing longstanding structural inequalities. As a nation emerging from the deeply unequal education and training system that prevailed under apartheid, South Africa finds its journey towards equity, inclusion and workforce development reflected in its Highest Level of Educational Attainment (HLEA).
