This research aims to contribute to an improved understanding of the skills planning through an analysis of core public policies across the spheres of government and in state-owned enterprises. The specific aim is to contribute to a to a literature review for the work on Occupations in High Demand (OIHD). More broadly, it a lens to assess the contributions and possibilities for skills planning to economic growth and employment creation.
